Are traffic signs safe?

I almost hit a parked car in a narrow street approaching a traffic island.
The “keep left” sign caught the sun behind me and acted like a mirror.
I was blinded.

This didn’t feel random.
These signs are designed to reflect headlights.
But what happens when the sun hits them at the right angle?

Do signs get real world tests?

Has anyone else had issues with road signs?
